CLUES catchment GIS decision-support system (2005–2009)

Project

NIWA-led GIS decision-support system integrating nutrient, catchment and farm-practice models, developed through the 2004–2006 programme.

A NIWA-led programme funded by the Ministry of Agriculture and Forestry and Ministry for the Environment aimed to let catchment managers compare how changes in farm land use might affect river water quality and related economic conditions. Stage I (2004) and Stage II (2006) reports describe the developing GIS framework and collaboration among NIWA, AgResearch, HortResearch, Landcare Research, Lincoln Ventures and Harris Consulting.

The resulting system became CLUES, Catchment Land Use for Environmental Sustainability. A 2016 retrospective dates an initial release to 2005; a July 2008 technical paper describes a developed spatial decision-support system and an early nitrate-risk application, while a 2009 paper records that regional council staff had been trained to use it. These establish actual model development and use, rather than only the proposed objectives of the earlier programme.

CLUES integrated catchment routing and nutrient and land-use calculations from SPARROW, OVERSEER and SPASMO. Its custom control panel sat inside Esri ArcGIS, guiding reach selection, model runs, scenario preparation and map or tabular output. Later ArcMap distributions used the River Environment Classification network; current input-data baselines and software versions should not be projected back onto 2005.
